Health & Safety

Site-specific and project-specific Health and Safety Plans including a Community Air Monitoring Plan have been and will continue to be developed and implemented as site work progresses to ensure protection of site workers, the public, and the environment. Those plans are included in the Remedial Investigation Work Plans. The site Health and Safety protocols include strict COVID-19 protocols.

Air Monitoring

During field activities, including demolition, the air monitoring program includes monitoring for dust and total volatile organic compounds (VOCs). Results are posted on the air monitoring map below. RITC has installed three perimeter air monitoring stations at the site. The placement of the air monitors provides sampling coverage for wind coming from any direction. The fixed stations are supplemented by work area-specific mobile air samplers. Air is monitored during the workday when intrusive work activities are conducted. Baseline data at the fixed air sampling stations was collected 2-weeks prior to the start of intrusive activities.

Dust Monitoring

The New York State Department of Environmental Conservation established both dust and volatile organic compound Action Level air concentration criteria. The dust control measures used are designed to keep the concentration below the Action Level of 0.15 mg/m3 + background. To help guard against reaching the Action Level, Riverview Innovation & Technology Campus and Honeywell established an Alert Level of 0.10 mg/m3 for additional dust suppression techniques. Charts showing dust levels are posted within about one working day after being collected to allow time for validation by laboratory experts.

Total VOC Monitoring

The Total VOC control measures used are designed to keep the concentration below the Total VOC Action Level of 25 ppm + background. To help guard against reaching the Action Level, the companies established an Alert Level of 5 ppm + background; work activities will be temporarily halted until levels are reduced. Charts showing Total VOC levels are posted within about one working day after being collected to allow time for validation by laboratory experts.

Alert Levels / Action Taken

During intrusive activities, the contractor must adhere to operational protocols laid out in the Community Air Monitoring Plans to help limit emissions. Water is applied to suppress any dust, and additional measures are taken if the Alert Level is reached. Please see the Community Air Monitoring Plans for procedures if the Action Level is reached.

Baseline

Prior to the start of field activities, air monitoring data was collected over a two-week period (September 2 - September 16, 2020) to establish baseline concentrations of air contaminants. Results are posted on the air monitoring map below.

Site 108

Perimeter air monitoring was in place during work hours for the Site 108 work that began in September 2019. Results can be found here.
